What is WTO — Another useful introduction to World Trade Organization by Public Citizen. Established in 1995 following the so-called Uruguay Round of General Agreement on Tariffs and Trade (GATT) negotiations, the WTO transformed the GATT, which focused primarily on tariff and quota cuts, into a new global commerce agency with the same legal status as the United Nations.
